De subsidiepot van demissionair minister Eberhard van der Laan voor de regeling Bevordering Eigen Woningbezit (BEW) zal tegen eind mei leeg zijn. Deze regeling, in eerste instantie bedoeld voor starters op de huizenmarkt, zou tot eind 2012 doorlopen. De grote belangstelling voor de koopsubsidie heeft Van der Laan er echter toe gedwongen subsidiegeld sneller te besteden.

Wekelijks komen bij de uitvoeringsorganisatie van de regeling 400 aanvragen binnen. Doordat de bovengrens van de regeling met 2.25% is verhoogd tot 167.300 euro, is de maatregel aantrekkelijker geworden. De bijbehorende hypotheekhoogte mag maximaal 180.684 euro bedragen. De verhoging én de daling van de huizenprijzen hebben ervoor gezorgd dat meer mensen in aanmerking komen voor de regeling.

Huizenkopers krijgen binnen de regeling in ieder geval gedurende vijf jaar een bedrag bijgeschreven ter stimulering van het eigen woningbezit. Van der Laan liet de Kamer in een brief weten dat de wet Bevordering Eigen Woningbezit in ieder geval niet zal worden ingetrokken.

De nieuwe belasting op koopwoningen leidt ook tot flink hogere kosten voor eigenaren van twee-onder-een-kapwoningen. Dat blijkt uit berekeningen van de Vereniging Eigen Huis (VEH), makelaars en de VVD.

“Over 20 of 30 jaar, en zeker in de randstad, zullen veel meer eigenaren dan alleen die van kapitale villa’s aan deze belasting gaan meebetalen”, maakt VVD-Kamerlid Weekers op uit de cijfers. Op dit moment hebben ongeveer 24.500 woningen een woz-waarde boven de 1 miljoen euro. De eigenaren van die woningen krijgen van het kabinet een hoger eigenwoningforfait maar, volgens een mededeling op de website van minister Bos, worden de prijzen van de huizen niet geïndexeerd waardoor er elk jaar meer eigenaren met deze belasting te maken krijgen. De percentages voor het hogere eigenwoningforfait lopen op van 0,55% naar 2,35% in 2016.

“Dat ook mensen met een pand van, nu minder dan een miljoen, straks sluipenderwijs veel meer belasting moeten afdragen, is nu zeker geworden”, volgens Weekers. Een steeds grotere groep huizenbezitters zal ook volgens de VEH met de belastingverhoging te maken krijgen wanneer de door makelaars voorspelde stijging van de huizenprijzen uitkomt.

Uit een rapport van voorlichtingsorganisatie Milieu Centraal blijkt dat huizenbezitters vaak niet weten dat er subsidies zijn voor woningisolatie. TNS Nipo stelde aan 1800 woningeigenaren de vragen ‘kent u de subsidie op isolatieglas?’ en ‘wist u dat het btw-tarief voor gevel, dak- en vloerisolatie tijdelijk lager is?’. Het resultaat: Van de respondenten wist 75% niets af van het btw-voordeel. De voorlichtingsorganisatie heeft geen idee waarom consumenten onbekend zijn met de isolatie subsidies. ‘Maar het is wel zonde. Juist in de huizen die voor 1975 gebouwd zijn, is veel winst te behalen. De regelingen gelden ook niet eeuwig.’ aldus een zegsman.

De secretaris van de Vereniging van Erkende Na-Isolatie-bedrijven, Rob van Boxtel, denkt dat het klopt dat er weinig bekend is over isolatiesubsidie en heeft het idee dat er te weinig aan voorlichting is gedaan. ‘In juli vorig jaar zag ik wel een Postbus 51-spotje voorbij komen, maar daar werd niets gezegd over de 6% btw-regel voor isolatie.’ Wel staat volgens hem vast dat de gemiddelde consument bewuster wordt van energiebesparende maatregelen.

Vele tienduizenden kopers van woningen hebben in de laatste jaren een zogenaamde woonlastenverzekering afgesloten tegen de gevolgen van arbeidsongeschiktheid of werkloosheid. Nu blijken die verzekeringen vrijwel niets waard te zijn.

De uitkeringen van deze woonlastenverzekeringen blijken veel lager te zijn dan de consument verwachtte doordat weer eens gemiddeld meer dan 40% van de premie op is gegaan aan provisie, net als eerder bij bepaalde koopsommen en woekerpolissen.

De Vereniging Eigen Huis is inmiddels gestart met een apart “meldpunt woonlasten” nadat zij talloze klachten van gedupeerde consumenten kreeg. “Deze verzekeringen zijn schandalig. Daarom verzamelen we de komende twee maanden alle meldingen om samen een vuist te maken tegen de verzekeraars”, aldus Hans André de la Porte, de woordvoerder van de VEH.

Een woonlastenverzekering zou maandelijks of eenmalig een bedrag uit moeten keren als de verzekerde minder inkomen heeft door arbeidsongeschiktheid of werkloosheid zodat de hypotheeklasten doorbetaald kunnen worden. De premie voor de verzekering werd volgens de VEH vaak met een eenmalige koopsom meegefinancierd in de hypotheek en leek daarmee goedkoop. Waar hebben we dat eerder gezien…

De uitslag van het onderzoek is gebaseerd op een enquête onder 500 Nederlanders van 25 jaar en ouder. Een meerderheid denkt negatief over het actief beleggen, in bijvoorbeeld aandelen. De gevolgen van de crisis zouden beperkter zijn geweest als pensioenfondsen niet zouden beleggen. Twee op de drie ondervraagden meenden dat het vermogensverlies van pensioenfondsen volledig te wijten is aan verkeerde beleggingen. De helft van de Nederlanders heeft geen idee van de rendementen van sparen en beleggen. Toch stemmen acht op de tien deelnemers aan het onderzoek voor een voorzichtiger beleggingsbeleid in de toekomst.

Directeur van de Vereniging van Bedrijfstakpensioenfondsen, Gerard Riemer, stelt dat de pensioen uitkeringen nu veel lager waren geweest als pensioenfondsen in het verleden niet hadden belegd. “Bij alleen maar sparen was de dekkingsgraad van de fondsen nu ruim 40% lager. Om met sparen toch aan hetzelfde pensioen te komen, was de afgelopen 25 jaar een bijna 70% hogere pensioenpremie nodig geweest.” (bron: de Telegraaf)
